I realize this is really old but I'll give the answer anyway. That depends on whether the link itself is encrypted. In this case you just create your FCIP tunnel as stated in the product guide. IF however, you want to create your *own* encrypted FCIP tunnel you'd first create your FCIP tunnel and then enable encryption on your 7500 pair. Beware though that on the 7500 there is an unpublished throughput limitation of 100Mbps using encryption and additionally compression will not work either.
