There's a difference I think between how much MUST be kept versus how much IS kept. According to Fred Moore of Horison Information Strategies - one of the world's foremost experts on the topic - 2/3rds of stored data is tier 3+ which would imply archival data. However much of that data is junk that could be defensibly deleted. In terms of how much has to be kept for compliance or other reasons I think 30% is entirely possible - maybe more. A big factor is so much more data is created each year such that the volume of "fresh data" is quite high. Another expert on this topic is Randolph Kahn - I will forward this question to him to see if he has any data on this.
