I am happy to see that you already identified that there is no holistic enterprise architecture methodologies that one could apply.
I would advise you to read the following literature:
Enterprise Governance and Enterprise engineering from Jan Hogervorst
Enterprise Architecture from Marting op 't land and not to forget Normalised systems from Jan Verelst. You will find answers to the holistic life cycle question as well.

Actually, I have had such a holistic EA methodology, metamodel/framework, and technology specification since 1984. It's in the public domain.
