On the plus side - AWS flexibility, granularity, ease of use, richness of features.
BUT - you have to get up to speed on amazon's API, need to set up availability zones if you want redundancy and there is some up front complexity. In our experience it's well worth the effort as your developers will fall in love with the platform and be incredibly productive.
Traditional hosting for test and dev typically can't touch AWS functionality, flexibility and ease of use.
Another caveat is amazon tends not to "specials" for things like security and governance. So if this is a strong requirement you must consider.
